卢若腾，又字海运，号牧洲；文号留庵。明末清初福建同安县金门贤厝人。1598年（明神宗万历廿八年）出生，1640年（明崇祯庚辰十三年）与潘湖黄锡衮同榜进士，授兵部主事，升郎中。尝官浙江布政使左参议，分司宁绍巡海道。驻宁波，兴利除弊，遣爱在民，有“卢菩萨”之称。他支持郑成功收复台湾并于1664年赴台投郑，至澎湖突然病重而卒。著有《留庵文集》、《方舆互考》、《岛噫诗》、《与耕堂随笔》、《岛居随录》等。
