（1067—1117）常州宜兴人，字淑遇，一作叔遇。哲宗元祐三年进士。复中绍圣二年弘词科。累迁太学博士。徽宗朝，除秘书省校书郎，三迁至左司谏，又擢中书舍人、尚书兵部侍郎，颇受知徽宗。为蔡京排挤，出知汝州。政和元年召还，官至刑部尚书。性嗜学，博通经史诸子，词章雅丽简古，挥笔立就，一时典册，多出其手。卒谥文友。有《摛文堂集》。
