（945—1013）宋升州人，字元宾。刁彦能子。五代时以父荫仕南唐为秘书郎、集贤校理。南唐亡，随李煜入宋，授太常寺太祝。太宗太平兴国中，诏群臣言事，衎上《谏刑书》。迁大理寺丞。真宗即位，献所著《本说》，与修《册府元龟》。书成，授兵部郎中。以纯淡夷雅知名于时，善谈笑，喜棋弈，交道敦笃，士大夫多推重之。
