毕仲游，郑州管城（今河南郑州）人。宋宰相毕士安曾孙。初以父荫补宗正寺太庙斋郎，熙宁三年与兄毕仲衍同举进士。后又任集贤校理，权太常博士等。其历仕神宗、哲宗、徽宗三朝，为官机敏干练、清廉独慎，颇有吏才。但因受党争牵连，仕途不坦，坎坷一生。与司马光、苏轼等多有交游，工于诗文，其文章精丽、雄伟博辩，议论时政切中时弊。著有《西台集》五十卷，已佚，清四库馆臣据《永乐大典》辑为二十卷。
