崔篆，汉人也，为郡守，时王莽改制，爪牙遍及各地，严刑峻法，杀戮无辜。篆所至之囚系满狱。篆垂涕曰：“嗟乎，刑法酷烈，乃至于斯！此皆何罪！”遂为之平反，所出二千余人。吏叩头谏曰：“君诚仁者，然今独君为君子，将有悔乎？”篆曰：“吾无悔，纵杀吾而赎二千人，何悔之有？”吏默然无以应。

译文
崔篆是汉族人，当时担任郡守，那时是王莽改制的时候，他的党羽遍及各个地方，用严厉的刑法杀害许多无罪的人。崔篆在他所在的县看到牢狱人满为患。忍不住流泪叹道：“唉，刑罚法律残酷凶狠，竟到了这种地步！这些人都是什么罪！”（崔篆）于是为他们平反，放出来两千多人。他的僚属们都十分害怕，纷纷叩头求他说：“你确实是仁慈的人，然而如今只有你是仁德的人，恐怕要后悔吧？”。崔篆慨然，说：“如果杀了我一人而能救出2000多人，这是我的心愿啊！我有什么可后悔的呢？”僚属们沉默不知如何回应。
